hmm.. i'm not sure why the still needs to be there. 

a sincere apology is a done one. the "still" is irrelevant in my opinion.

the other should know without repetition. 

and if they don't accept. well that's another story. 

then you may argue , you factor in perception and change, so that in hindsight you are not sorry, and regret that choice, therefore knowing this can happen you wish to reassure the other, that you are still sorry unlike some are in the habit of doing. .

but i don't buy the latter story..
